Driving in Japan and USA

When I compare with driving in Japan and one America, the biggest difference is priorty to pedestrians.

In Japan when drivers're turning to the left(corresponds to the right in USA), they thread through crossing pedestrians. If it seems to impossible, they close gradually on them.
As the pedestrians cross the street with no signal,they need to cross when no cars run. I'm sure the cars don't stop for them.

Othewise in USA, when drivers see pedestrians who start to cross the street,they stop going on. Of course at some situations drivers can't stop suddenly, but most case they'll yield to the pedestrians. Because california state law provide that such rights of pedestrians at some streets. In additon to this some pedestrians'll sue a driver who drive carellessly.

I don't know what made this difference thought, I gusse this occurs from traffic density.
USA have large roads, lots of lanes and some free highway(freeway)while Japan dosen't.They don't need being in hurry.
Second, there're not so much signals than in Japan. Drivers in USA are required to stop for pedestrians. Last but biggest reason is thinkless and kindless of Japanese to pedestrians.
